There are a few scenarios where you wouldn't be able to see the counterparty's feedback:

Still in feedback period - If the project completed or ended less than 30 days ago then the project is still in the feedback period. You'll be able to see the feedback after the feedback expires or both of the parties involved in the project have provided feedback.
Feedback removed - In rare cases, the feedback may have been removed as the result of a dispute.
